Dr. Krishantha Kapugama is a highly accomplished professional with a unique blend of expertise in aviation, security, and humanitarian relief. With a Ph.D. in Biometrics and a focus on fingerprint rectification, Kapugama has dedicated his career to ensuring safety and security in various capacities.

As a Wing Commander in the Sri Lanka Air Force, Kapugama led training and operations, prioritizing safe aircraft operations. He played a crucial role in humanitarian air operations, particularly during tsunami and flood relief efforts. His military experience also includes instructing at the Junior Command and Staff College in China Bay.

Kapugama's expertise extends beyond the military, as he currently serves as the Managing Director of Aditi Lanka (Pvt) Ltd, a security auditing and consultation firm. He leads strategic operations, oversees business development, and manages client relations. Additionally, Kapugama is the Director of Special Projects at Blue Skies Aviation Solutions Pvt Ltd, where he provides strategic direction and manages client relationships in the aviation sector.

With a strong background in humanitarian law and disaster relief, Kapugama has contributed to various initiatives focused on women and children's rights, protection, and gender-based violence. Major (Retd) Hemantha Dayaratne USP is a distinguished Sri Lankan veteran, academic, and peace and reconciliation expert, blending over 24 years of exemplary active military service with advanced scholarly credentials in conflict transformation. He holds an MA in Peace Studies from the UN-mandated University for Peace in Costa Rica, an institution dedicated to training global leaders in peacemaking, reconciliation, and the prevention of armed conflict in line with the UN Charter.

During his military career, he served in operational, intelligence, and media leadership roles at the height of Sri Lanka’s conflict, gaining firsthand understanding of the complexities of post-war recovery and reconciliation. His professional development included international exposure to United Nations peacekeeping doctrine, mediation frameworks, and conflict de-escalation strategies—principles used by UN missions worldwide to stabilize war-torn societies, protect civilians, and support the rebuilding of governance and social cohesion.

Beyond the armed forces, Major Dayaratne has been a Visiting Fellow at the Institute of Defence Studies & Analysis in New Delhi, a lecturer in strategic studies at the General Sir John Kotelawala Defence University, and a consultant in corporate affairs and industrial relations. His unique perspective integrates military discipline with humanitarian principles, enabling him to advise governments, NGOs, and corporate stakeholders on resolving disputes—whether armed, political, social, or commercial—through inclusive dialogue, reconciliation processes, and culturally aware peacebuilding methods.

Decorated with the Desha Putra Medal for battlefield injuries sustained in the face of the enemy, and the Uttama Seva Padakkama for exemplary service and moral conduct, he remains a strong advocate that lasting solutions to conflicts—whether within nations or between communities—require both deep practical experience and the academic rigour of peace and conflict studies.

Dr. T.A. Dharmaratne is a distinguished Sri Lankan development economist, agricultural policy expert, researcher, and academic with over four decades of experience in rural development, agricultural marketing, poverty alleviation, food security, and economic policy analysis. He holds a PhD in Development Economics from Huazhong University of Science and Technology, China, where his doctoral research focused on the Political Economy of Agricultural Transformation in Sri Lanka.

Dr. Dharmaratne has served in several senior leadership positions at the Hector Kobbekaduwa Agrarian Research and Training Institute (HARTI), Ministry of Agriculture, Sri Lanka, including Senior Research Fellow and Head of Divisions responsible for Agricultural Marketing, Food Policy, Agribusiness, Agricultural Policy Evaluation, and Environmental Resource Management. Over his 32-year tenure at HARTI, he played a pivotal role in shaping national agricultural policy, market intelligence systems, and food security strategies.

A recognized authority in agricultural marketing systems and rural economic development, Dr. Dharmaratne has worked extensively with international and regional organizations including the Asian Development Bank (ADB), FAO, UNDP, CIRDAP, CARE International, KPMG, and various Sri Lankan government ministries. His consultancy and advisory work has covered market management systems, value chain development, feasibility studies, poverty reduction initiatives, post-conflict agricultural rehabilitation, organic farming systems, and rural infrastructure development.

He also served as Market Management Specialist for the Southern Province Rural Economic Advancement Project funded by the Asian Development Bank and the Government of Sri Lanka, where he developed market management plans for rural economic centers and strengthened institutional capacities of local governments and producer organizations.

In academia, Dr. Dharmaratne has been a Visiting Lecturer at the University of Colombo and the University of Sri Jayewardenepura for nearly two decades, teaching Development Economics, Agricultural Marketing, Rural Development, Project Management, Poverty Alleviation, and Financial Economics at undergraduate and postgraduate levels. He has supervised and examined numerous MA and PhD dissertations, contributing significantly to higher education and policy-oriented research in Sri Lanka.

Dr. Dharmaratne has represented Sri Lanka at numerous international conferences and professional forums across Asia, Europe, and Africa, presenting research on agricultural economics, poverty reduction, institutional economics, market information systems, and sustainable rural development. His work has contributed to regional policy discussions organized by institutions such as FAO, the World Bank, Asian Productivity Organization, and international statistical and development agencies.

Throughout his career, he has authored and co-authored a large number of research papers, policy documents, feasibility studies, and national reports related to agricultural production, food commodity markets, poverty alleviation, fisheries, irrigation, rural entrepreneurship, and market intelligence systems. His research and policy recommendations have supported decision-making processes within the Office of the President, Ministry of Agriculture, Ministry of Finance, and other key government institutions in Sri Lanka.

Dr. Dharmaratne is widely respected for combining academic rigor, field-based research, public policy expertise, and practical development experience to support sustainable economic growth, rural transformation, and inclusive development in Sri Lanka and the wider region.
